According to Robert Bowling (fourzerotwo), the Double XP "weekend" will now start with the release of the Stimulus Package tomorrow. The Stimulus Package, which will include 5 new maps, will be released sometime tomorrow morning; it will coincide with a title update that will address matchmaking issues for international users, and will make tweaks to the One Man Army perk as well.
